The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Has anyone figured out how to re texture the state police4 vehicle in game, or is it just the police 4 but spawns as a "state police" car.

    It's just police4 spawning in white with a highway patrol cop in it. Change police4 and it should work.
