LCPDFR wont install GTA IV PC

The installer told me to post this, and that some one might help

PLEASE HELP, I WANNA BE A F**KING COP

I am currently on Windows 10, but that should not matter right?

And I got Hulk Mod installed! Maybe that may be the problem

Some one please Help
