Rage Plugin Hook HELP!!

I need RPH v.24 to run certain mods that will optimize my time playing this amazing mod (LSPDFR) so whenever I try to update to this (downloaded at ragepluginhook.net) I start up my game and select the mods I want to run. When I load up story mode there is no watermark thing from RPH and I cannot open the console with F4, The mods will not work unless I use RPH v.20 which then causes certain mods ex. (Breathalyzer, Vehicle Search, Police Radio etc...) to crash.

Can someone please walk me through how to fix this?
