The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

When I start up start rage hook from the gta 5 directory it starts up goes through the intro, then when it starts loading into singleplayer it says Lspdfr has crashed, and I noticed when I have police radio and bait car and other callout mods in Plugins/LSPDFR it crashes but, when I dont have the mods in the Plugin/LSPDFR folder when I get in game I cant bring up the Ragehook console but LSPDFR didn't crash. I figured out the problem wrong version of ragehook :)
