Idea- AI cops using nightsticks

During some callouts, a nightstick comes in handy. Only problem is that the default game makes it a one-hit kill weapon. If this could be modded to be less lethal, could AI cops use these during pursuits for subduing and arresting? it would be more realistic than pulling guns on an unarmed speeder.
