The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hello, so, I had the 1.0 version, then I extracted the 2.0 version and overwrited the files inside gta v folder, but it is still running the version 1.0 of the lspdfr, what i can do? I dont want to re download the game, its too big and my internet its slow. Thanks :)

Remove any LSPDFR related files and then try.
