LCPDFR 1.1

As soon as I load into the game, i get the error loading.loading thingy. I have tried running both the install and GTAIV as administrator a number of times and nothing has worked. Can I please have help as I want to play but can't. Is steam legit.

CPU: Intel i5 4590, RAM 8GB, GPU GT610, PSU 750W CX750
