Hello Im Have Buyed Myself GTA4 2 Weeks Ago And Installed LCPDFR And A Car Mod Over SparkIV [GTAIV Steam]

This Car 2010 TAHOE v2. 7UC-ELS

 

And ELS / EMERGENCY LIGHTING SYSTEM V8 From GtaPoliceMods.com And In A Vid They Said To Puts The Els File`s In The GtaIV Folder Ifv Done That And The First Time With A Car Els And LCPDFR It Worked Then My PC Got A trojan And i Had To Reinstall Windows And All The Ohter Stuff

Now When I installed GTA 4 LCPDFR And The ELS AND The 2010 TAHOE v2.7UC-ELS It Wont Start LCPDFR I Press ALT+P Nothing Happens 

It Does Not Crash Just The Alt P Is Not Working I got The Netframework Like In A Other Forum Theart U said installed it and the other thing sry frogot the name :C installed To

Please do the following: 

• Make sure you aren't using a crack - We don't support cracks or people using pirated software
• Update GTA IV to 1.0.7.0 (the latest version of the game, or 1.1.2.0 for EFLC) - These patches are needed.  
• Make sure that you run the game as an administrator.
• Make sure that your GTA IV root folder (and every subdirectory) is not set to "read-only"
• Ensure that AdvancedHook.dll, ScriptHook.dll, ScriptHookDotNet.asi and Dsound.dll OR Xlive.dll are in the GTA IV ROOT folder
• Ensure that there is a folder titled 'LCPDFR' in the ROOT GTA IV folder.
• Check that all the above files exist, if they do not, reinstall LCPDFR with the MANUAL installation.
• Ensure that you are using up to date versions of every LCPDFR dependency and LCPDFR itself.

and how do i update my game i got the 2 microsoft installed the 2 thing
