ok so i took the gta 5 game file and put in the download from LSPDFR. Ragehook will not start but if i delete it from the LSPDFR file and go to ragehook download it from there and put it in the gta 5 folder ragehook will start but then it crashes and says gta 5 has stopped working. My question is the correct files in the download? 

computer specs:

i5

12 gig memory

geforce gtx 960 

2 tb

windows 10

You mean you put the downloaded lspdfr file in your gta v intall directory?

yea. What i believe is happening is that i have windows 10 and it is blocking some of the dll files and i cannot unblock them because on windows ten it wont allow you too. But no luck so far have been trying for awhile.

So........... Would you mind posting a pic of your directory? (The Inside of the GTA V Folder) Because I'm confused as to where exactly your RagePluginHook and other files are installed.

here is my gta 5 file and my lspdfr file from lspdfr. I found out how to unblock the dll files but i have not tried it out yet.

i got ragehook to start but still nothing i even added consolekey=4 and still nothing at all. here is my gta 5 file with lspdfr in there. 

ok so i went over to rage and again they have many problems. i downloaded scripthook and then ran a different police mod and it worked jsut fine. again idk how to go around the new update by rockstar or if rage will update it but i wish lspdfr would just use scripthook.
