The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Would the fact that the file is set to open with notepad plus plus have any affect on it? 

I see the problem.

You copied your Grand Theft Auto V folder to another folder named Grand Theft Auto V Modded.

As an easy fix, rename your original Grand Theft Auto V to Grand Theft Auto V.Original and then rename GRand Theft Auto V Modded to Grand Theft Auto V.
