Hey Fam. After a long time of no luck, I am guessing that my only option left to get a modable/unlocked version of the Chevy Caprice PPV is to buy a 3d model and have someone that is capable edit and convert it for me to GTA IV. 

Now since I have not reached the converting 3d models from 3ds, etc. stages, and ready to be inserted into Zmodeler GTA IV ready (collision, textures, model files all included), then I am willing to have someone do this for me. 

I wasn't sure if there was any way to purchase models that are already GTA IV ready, nor have I come across any. 

I plan to release more models in the future once I receive the remaining models I need, the Caprice PPV being one, and a newer version of the 2008 model Chevrolet Tahoe. 

If anyone has any help related to this topic, please let me know. If I have to purchase one, it will be sometime this week.

Some models made in Google Sketchup, can be found online, and are very well made. off course some extra work will be required in 3ds max to improve them, etc. and you will have to make sure to get the author authorization. When buying a model from a dedicated 3d website, most of the time said model will be high poly which isn't suitable for gaming purpose (in GTA4: this will more likely lead to game crashes, texture loss, etc.)

Now, you want to release models but yet, ask for someone else to convert a model / make edits, etc. I would suggest you learn how to use 3ds max (to make 3d models) and zmodeler (to convert the model to GTA), as there are a lot of tutorials available, and it will more rewarding to make a complete model by yourself !

Off course, at first don't try to make a vehicle from scratch, but try to use a ready to use vehicle, and then convert it to GTA, or start by making lightbars to learn the basics !
