Is there any way to put decals/skin on a vehicle that does not already have some sort of decal/skin on it?

You need a template but i am unsure how to make them which is kind of annoying as i am trying to make a mod but dont know how to make a template. Sorry

there are templates avaiable but when i changed one and tried adding through OPEN IV never showed up on my car. so i probly just havent figured out what i did ewrong but there are templates for cars some mods even come with the template for the car like

but it doesnt seem to work with my photoshop elements so u probly need a full blown photoshop

Some models require you to replace the texture in (for example) police2_hi.yft instead of the usual (police2.yft) i run into this all the time.
