So I guess I made a mistake by not buying GTA V from steam, as far as modding is concerned at least. I want to change the siren and textures on police cars. I've tried to use the readme's provided with the texture and siren files but they didn't work. I've tried youtube tutorials and those didn't work either. If anyone could help I would greatly appreciate it.

Do as CouthInk4 said and I can assure you, retail version (disk version) is perfectly fine to mod. Source: I bought the disk version and can edit files just like in the Steam version.

Okay, so it's been working except I want to change a ped in the 64a.rpf . I tried just copying the .rpf into the mods folder and editing it via openiv, but that didn't work :/
