I've been searching a lot for custom police vehicles but can't find any.

Is this still a thing that isn't possible to add to the game?

Every texture I come across now all looks the same.

THe only thing vehicle mod related are texture mods, No vehicle models have been created for GTA V as there is no tools to do it yet, however i did read somewhere that there was progress on this though, so car mods maybe a thing we'll see soon =)

Like mentioned, they're no tools as of yet to custom build models because of the design of GTA V, however I anticipate the mod community to put out something in the near future I'm sure. Until then, the best we can do is make textures, however you can always make a good texture that can benefit the existing model if done and used in good taste.
