I don't believe crime runs on a schedule :-p

Sometimes you have quiet times....

Force a callout to happen (I think you press X on keyboard)

***I'm assuming you don't have any active callous that your forgot to end manually by using CTRL Y or the END key...)

I Think you we're right about forgetting to manually end callouts..
