Backup police cars can't move

First of all, I deleted all my mods so there should be no interference.

Second of all, I am on Windows 10, so maybe the problem is in the OS.

 

So, I've just installed the mod and I noticed the problem that there's no backup when I call for them. I tried to drive to the backup myself and I saw that the police car is there but it can't move, it seems that it is on brakes, i.e. it tries to move but the wheels are 'locked'.

Since I can't edit, I'll make a new post: the same problem is with a pursuit vehicles when I try to answer for a dispatch.

It can be caused by a "Police ignore me" thing by trainers. So if you have a trainer be sure to have such things turned off.
