I´ve searched for days and no solution works for me...

I´ve GTA V version 355

The newest lspdfr02b and installed DEFINITLY correct! Copied all in the root of GTA V and OpenIV.asi is also installed

No other Mods/Scripts running/installed and all files unblocked

My System: AMD Eight Core 3,2 GHZ, ATI R9 270X, 16GB Ram, Win 7 64Bit

My Problem:

Every Time i´ve start RAGEPluginHook.exe it is loading and it want to start steam. I don´t have steam on my PC...

Consequently Ragepluginhook.exe stop working and abort...

Is there any option to start LSPD:FR without steam?

Mh.. the main problem is, RageHook wants to start steam... why i cant play without steam?

because the RAGE PLUGIN HOOK NEEDS STEAM 

The RPH does not need Steam to work.

What exactly you mean with RPH and not LSPDFR? Is there another Mod?
