The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

LSPDFR Crashes when loading API plugins. I have installed several different API plugins that add new callouts however regardless they all cause LSPDFR to crash immediately. I cannot find much support regarding this issue as it has not been widely experienced. CalloutsV is an example.

It's probably the amount of new callouts you installed, make sure you have one installed. Not all call outs are compatible with eachother.

Very true... as fun as many callouts can be... They easily can conflict with each other if blown out of proportion.

Only one has been installed at a time; CalloutsV. I used others to make sure it wasn't the modification itself that was the problem.

The lines in bold seem peculiar to me because it's trying to reference something in a folder from your Desktop instead of the game folder

Did you place the files from within the mod LSPDFR folder in \Grand Theft Auto V\LSPDFR\Police Scanner\Crimes ?

Judging from the error it looks like it's trying to find an audio file that isn't where it's supposed to be,

Yes, but I did a complete reinstall of LSPDFR now it works and I'm pretty sure I had v0.2a because I was excited that there was a new version.And I didn't install CalloutsV because I'm thinking that the mod is giving issues, like the crash.
