The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

That is just that siren pack, not LSPDFR, you'll have to ask the maker of the sirens how to make them more clear, or request him to make it louder.
