We can already call in LSPD SWAT teams, NOOSE is the National Office of Security Enforcement which is a paramilitary organization that is more suited for fighting terrorists and such. So I'd say that the regular SWAT teams are plenty for the situations you describe. But yeah we should have missions like that, I agree.
