can you use the siren without lights?

Hi, I am using a police car with ELS.  I know I can use the lights without he siren, but can I use the siren without the lights?  It seems I can only use the horn. But I want to be able to do like a half a siren or quarter siren sound just so cars get out of the way.  Can i do that without the lights on?

    If you haven't changed any of the default controls for ELS. You can hold down T or hold down T & Y.
