Keep in mind this is only for GTA IV. LCPDFR may add more stress onto your system. Adding even more mods adds more stress. Plan accordingly.

That's quite alright. 

If you are going to play GTA IV on a laptop get a cooler pad for it. It wont help a ton but GTA is a very taxing game on computers and laptops have inadequate cooling for games.  You should be able to run GTA IV on lower settings. Windows 8 does give you certain issues but there are work arounds. If you need help with that, let me know i might be able to help. Also like Ineseri said LCPDFR will work fine with those specs but it may add more stress to your system.
