The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Day before yesterday I purchased GTA V on steam so I could play LSPD:FR. Today I've spent countless hours working on installing LSPD:FR. Although I have tried everything I could find online, I can not run the mod. The problem occurs when I try to run RageHook. I click run as administrator as I was told to do, and nothing happens. I read up on the forums for LSPDFR and found out that I need a "Plugins" folder which I do not have. Can anyone help me find out what I need to do? Thanks!

I've already done this. I do everything I have been told to do by the instructions and still get the problem. Not only do I not have a plugins folder but my ragehook doesn't even open. I believe this is connected and would appreciate some help so I can enjoy the mod and all its beauty just like everyone else on this website.

The plugins folder is included in the installation of LSPDFR. If you don't get it there, you're moving the wrong files. 

Download, extract and move ALL the files to your GTA V root directory. RageHook.exe and GTAV.exe should reside in the same place.

So I figured out what the problem was. Although I believe it says you can use any program to unzip the file, the only way I got the Plugins folder was by using WinRar. Thank you for your help!
