Rockstar maps their vehicles in a way that most car mods don't do. Only the places with the decals have been uv mapped, the rest of the car is just a color the game puts on the car, it's not a texture created by someone. If that makes sense.

so does that mean that we will never be able to completely skin the vehicles?

We will be able to, when we can start editing the models. We will be able to properly UV map the default cars so proper skins can be put on them. It will just take time.
