I can't cuff in LSPDFR 2.0 after they surrender, am I the only one who is facing this problem?

same here, officers arrested a guy then leave him for me, but i have nothing to do with him

Yes, that also, but I also can't cuff them when I am on my own, for example, if I pull over a guy and then arrest him, he surrenders and everything but I cant cuff him.

Have you tried standing behind the ped you want to arrest? And the part where other cops arrest them is just basic in the base game, they don't leave them for you, they actually wait for another police car to come but not always can a police car come at the location, so either you leave them or be a Los Santos Cop and shoot him throught the head :) And if standing behind the ped still doesn't work, I don't really know what the problems is because it should work.
