The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

hello where can I find my main gta5 game directory so I can install lspdfr? Its not in steam apps because I bought it from gamestop and not off steam. Please tell me where I can find it. Thanks, Have a good day.

I'm not 100% sure, but if you have a shortcut on your desktop or click your start button and type in GTA, you can right click the shortcut, open properties then click  "open file location" 

this will take you to the .exe file which is in your GTA V directory
