Hi when i start GTA V story mode lspdfr dose not start i tried going to all police stations but nothing happens

When I launch Gta v story mode LSPDFR dose not start, I have tried running rage script hook nothing changes, I have tried re adding lspdfr files.  I dont know if there is a key I am supposed to press to start lspdr and I am not using any other mods
