The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

So I cannot play the alpha because as soon as I go on duty, an endless amount of Mexican gangs driving SUV's keep spawning and trying to kill me.  I have fought them for no joke 30 minutes by spamming back up and going AFK.  They will not go away and I am not sure what to do. Please help if you could as it is very frustrating!

You need to progress further into the main story. You're at the part where Trevor and Michael are banned from the city. Franklin can still roam the city freely however. 

Our recommended way to play LSPDFR is after the main story, to limit the amount of interference.
