I was just wondering if this PC would be able to run these games smoothly:

GTA 5 Very High / Max settings

GTA 4 High / Very High settings + CryENB V3

CS:GO Ultra settings

Search for the game in the search bar, choose the correct one from the drop-down menu (because the search like any other will pretty much bring up all games they have relating to the name you searched for), scroll down to the "Can I Run It?" section, enter the required information it asks of you relating to your computer, done. Hope this helps!

It should, looks great. However, if you can find an R9 280x for equivalent or less price than the GTX 960, that would be great.
