IIRC, SparkIV is no longer in development. OpenIV's newer updates allow you to edit GTA V files: http://openiv.com/

​The new openIV 2.5 does not let you edit the V files just see then and explore to find out where stuff is.The developers of Open IV say they should be releasing a update allowing you to edit files in the next month or so.
