The problem is that the game wont start after saying i want to play offline in the socialclub part (you can play this offline right?)

I installed LCPDFR and ELS 8.5 after this i realized i had to update GTA 4 so i did. btw yes this game is a legal copy.

the diagnostics tool is saying that everything works fine. 

please help me further, i wanted this mod already about a year ago but failed at installing this is my 3rd time trying i could realy use some help.

i figured out that the problem is in my game, after installing i can launch the game but then it already give a problem because i cant adjust the graphics setting for some reason. and when i patch the game to 1.07 i cant launch the game anymore. so my game is not working fine. i was thinking it might be because the CD you need to run the game is old and full with scratches (used so many years). so i have a question, do you think when i buy the game through steam it will give less problems? perhaps you play a steam version?

No, the steam version of GTA IV is horrible. I recommend you get a new copy of GTA IV on a CD.
