Msvcr110 and mcvcp110 not found

hey i need help as i am stumped,

i recently installed windows 8.1 and installed gtaiv eflc i launched it and it worked fine then i installed lcpdfr and i use the diagnostics tool and this is what it says:

and i have installed 
Visual C++ Redistributable for Visual Studio 2012 

countless times and i have looked all over the forums but NOTHING WORKS!!!!! 

so please please someone help me!
