Do you have a clean copy of GTA IV at hand (unmodded)? Seems like your PC is struggling to keep up with all those mods installed, and it'd be better to start from scratch than trying to find the faulting mod at this point.

yes but only police cars.

You should try to remove all mods (essentially reinstall the game) and make sure that you install each mod one by one, testing the game after each mod has been installed.

never mind i fix it by removing the -nomemrestrictions command

in my commandline
