So, I'm looking into making a big/major vehicle/texture pack, but I don't have enough Police/EMS/Fire slots to use... I'm not to experienced with added vehicle slots, so...

What "added vehicle slots" are there that I can use for Police/EMS/Fire if I want to enable ELS and/or LCPDFR to them...?

You can use the slots; police3, police4, and policeb. I'm not sure with ELS if it allows you to just slap in an entirely new model and enable it. I haven't had experience with that.

Will the ELS work on both my side and the other person(s) in multiplayer if we both/all have ELS installed?

yea, I dont see a reason why it wouldn't work

One more question, I've been told by multiple people different numbers on how many vehicle liveries you can have on a single vehicle... Some have told me 4, 8, 10, 12 and then a couple say that it's unlimited...?

its unlimeted BUT I would recomend only using 4 cause otherwise your game might crash
