Cannot host / join multiplayer network

I seem to get some sort of error when trying to host or connect to a game, when it tries to sync the client and the host

 

Things I have tried: 

Reinstall GFWL and updated

Reinstall GTA IV and LCPDFR

Restarted PC

 

Done a lot of googling and cannot find anything. Every other aspect of the game works fine, no crashes or anything. Have attached logs also.

 

As a brief overview, this is where the error occurs in the log:
