Can't change graphic settings

After a long time, I decided to install GTA4 on my new laptop. So I installed GTA 4 first, then installed the current patch and the current Windows Live.

It started immidiatly and I created a new offline profile, because I can't login with my GFWL account (but that don't care, I won't play online).

Then I clicked on "Start" and the loading screen was visible, for at least 4 hours until I quit the game with the task manager.

 

So I wanted to change the graphic settings but I couldn't. There also stands that 239MB of 29MB graphic RAM were used.

 

Can someone help me, that I can change the graphic settings, find the reason for that strange information about the 239mb used of available 29mb graphic ram and finally start the game???

 

I got:

Win 8.1

Intel Core i5-4200U, 1,6Ghz

8GB RAM

NVIDIA GEFORCE 820M
