The siren would be cool, but I don't think there would be good use for the radio sounds as there isn't enough audio files to replace the whole gtaiv dispatcher.  That would end up like "WE GOT VIOLENCE IN THE CENTER meadows park in uuummmmm black aaaaah vulcar uummmm ingot ALL AVIALABLE UNITS RESPOND"
