LCPD:FR crashes in pursuit

I'm running the most recent version of LCPD:FR with ELS8.0. My GTAIV version is 1.0.7.0. I got into a police pursuit earlier and the game crashed when I caught up to the suspect. The game has crashed and seemingly random points throughout usage of LCPD:FR so I don't believe it was the pursuit in particular that triggered it. Here's my LCPD:FR log

It doesn't give an error message when it crashes (it says out of memory but that's because of the taser), it just crashes to the desktop and Windows says that the program quit unexpectedly. Other times, I'll have issues where LCPD:FR quits while I'm still in the game. For example, I can't pull cars over, I don't receive any callouts, the LCPD:FR hotkeys aren't working, and I can't enter the police station. I'll try to get the log transcript the next time that happens.

Right click on the drive where your files/folders are located.
Select Properties.
Navigate to the Security tab.
Local Disk Properties (Security)
Click Advanced and then select Change permissions.
Select change permissions
Highlight your user and then click Edit.
Highlight your user and click Edit
Select This folder, subfolders and files from the drop-down list.
Check the Full Control box under Basic Permissions.
Check the Full Control Box
Click OK.
Then go to your GTA IV main folder
Right click on the folder and uncheck Read only mode
Apply
