You can force some callouts using the console. Furthermore if you hold Lctrl when you press shift (or whatever key you use to start a traffic stop) then then it will cause the vehicle to drive off. Typing "startcallout" into the console will start a random call or type "startcallout shootout" to start a shootout call,

 

Edit - Just realised it said V not IV... I'm Feeling like an Idiot now!

 

As to make my post not completely useless, may I suggest recording clips of when something interesting happens and putting them together so we're not just watching you drive around. Furthermore you could add some commentary to talk about a topic if you feel multiple clips may be time consuming. Just some recommendations.
