LCPDFR 1.0D Lag Issues

I have been using the newly updated LCPD:FR 1.0d for a week now, but I have noticed that there is something else wrong besides the Mod itself. I have constantly been getting lag spikes every 3-5 seconds and my FPS is always low since i have Low Memory. The mods I currently have installed are listed below along with my Computer Specs.

[should I change anything about the commandline?]

{Notice: The version of GTA IV EFLC is updated correctly to 1.1.2.0. I have also made sure that none of the Noose / Swat vehicles are not Modified, seeing that they crash my game if modded. I am not using a CRACKED version of GTA, This was downloaded off Steam}

Try just messing around with your graphics settings until its better maybe...

Questions-

are you playing offline?

does GTA IV work okay without ANY mods?

Do you have any modded vehicles in the game? Sometimes the more modded vehicles the worse the lag, depending on where you replaced the vehicles. If you don't have any modded vehicles then try seeing how the game runs without any ELS files or scripts.

 

I suggest either checking the game cache at least twice, or else reinstall the entire game and only download LCPDFR and avoid using unnecessary scripts especially like the traffic script, because the traffic script basically saves the game every 15 seconds which could possibly make the lagging worse.
