So I've been doing some dumb stuff around GTA IV, Flying around in a helicopter...Anyhow, I died, and when I respawned I couldn't get back on duty. " Reloading the game usually helps " I think.

  So I exit the game, but before I entered again, I installed ELS.

I came back ingame, I do not hear police sirens, nor see lightbars on cars. All I hear is a small beep... Aaand it says " LCPDFR has encountered a problem, please ... " in my top left corner.

Here are the files.

First question is do you have els cars installed? If you installed els it will affect lights and sirens on non els cars..at least it did for me

Yes I reinstalled ELS and now it works but now after playing around 15-30min more or less the game crashes with the SMPA60 error.

I have two cars installed with ELS the files replaced are police and police2 only.

hello :) u will need to make your own post as you may have diff problems as the other guy.

Sometimes cars you install can make ya crash. Best thing to do is try one car at a time. Play for bit and if no crashes then perhaps it was the other car. That is the easiest way to start and if that doesn't help come back for more help

Is ELS cars a specific mod? I do not remember installing it, could you pass me the link to it?

1.) LCPDFR

2.) ELS

3.) PACK-LCPD-V1.1L-AC

as long as you have els in your gta iv folder you should be good to go. just make sure you are making a back up copy before you do more changes. you don't wanna have to do what i am doing re installing everything.
