I just installed ELS v8, following the instructions to the letter, but when ingame, none of the keys do anything - I can't turn on lights or sirens.

I am using ELS vehicles. I'm using windows 8.1 and the steam version of GTAIV.

What's the key you are using to activate the ELS functions?

J, but I don't think ELS is actually running at all.

Oh, and also, some functions in LCPDFR are not working, ie if I hold E for more options on a person on foot, the keys don't do anything. I can't pull out my taser, and I can't do the tutorial.

 

I see. Hm, can you try to reinstall ELS, and then reinstall LCPDFR with the manual installer? I think there might be some conflicts. Overwrite when prompted. 

Thanks very much! That worked. But, I have another issue. Whenever I accept a callout, (Pressing Y) it's a Disregard. I never get a callout that isn't disregard.
