Could you perhaps try to uninstall ENB? I believe that it may be causing the problem.

After reading through your logs a little bit more in depth, I found this

Would you perhaps have any custom police officer models/skins that may be causing this?

Also, try removing Savegame.fr

i replaced the GTAIV file with a backup and re-installed everything, no peds no skins now, seems to be alot more stable 7/10 suffered a crash after releasing a suspect other then that  thank you thank you!
