Problems playing GTA:Vice City (Steam)

I just downloaded Grand Theft Auto: Vice City for my PC via Steam. When I start a new game, It goes to a black screen. In the the lower right corner of this black screen, it says "Marco's Bistro, Liberty City 1986". The cut scene never plays, and the screen remains black, prohibiting me from moving on. Anybody have a fix for this? I have already tried reinstalling it twice. Thank you.

Maybe, it's something with your computer, try checking your steam settings.

I have fixed the problem. I did all of those things, plus I messed around with the settings in game. The frame limiter setting seemed to be causing the problem, so I'll just have to remember to keep it on! Thank you all once again!
