LCPD:FR Not Starting

Right when I start the game, I get a notification telling me that "lcpdfr_loader.loader" is not starting/working.

 

I looked around at the other people who was having similar, but their problem report didn't really help me.

 

All of my other scripts are running fine too. ie. Policing script, Radar, etc.

 

 

Here's what I've done so far:

 

-Installed; Microsoft Visual C++ Redist 2012

 

-Installed; .Net Framework 4.5,*

 

-Uninstalled/Re-Installed LCPD:FR Entirely

 

 

 

*when I tried to install .Net Framework 4.5, it said I already had it installed, but then when I run the LCPD:FR diagnostics tool, it says I don't have it installed.... (screenshots of that provided)

It's not a dependency issue (.NET Framework or C++ or something), but something else loads LCPDFR before it can load itself (a plugin most likely). Please remove all plugins for LCPDFR (the callout mods) and see if it helps. Then put them back one by one to get the bad boy. Also make sure all plugins are put into root/lcpdfr/plugins and not root/scripts.
