So, I have found a texture pack for NYSP by Ridgerunner. Here it is.
 
Here are the correct models for the skins.
 
And in the texture pack, it gives you skins for the CHARGER; CVPI; 05 IMPALA; 06 IMPALA; MUSTANG; POLICEB; 08 SILVERADO; 06 SUBURBAN; 08 SUBURBAN; 11 SUBURBAN; 07 TAHOE; 11 TAHOE; TAURUS.

      Oh my god, are you idiots not reading the other posts? He's NOT making models. He's simply taking released models and skins and making packs out of those models/textures for users.
