is there a way to determine the latitude and longitude of houses in gta iv?

If you don't have the coordinates, no. If you do, just select a random data set.

You probably got me wrong, sorry. I mean if you have built your own database of coordinates, you can just use a random one. But we don't offer such a database. I'd write some small piece of code that logs the current position (and maybe heading?) to a file and then bind it to a key. Then go through the city and save every spot you'd like to make use of.
