You must download SparkIV to edit your vehicles.img file. You can refer to the video in this thread:

    SparkIV or OpenIV is the program that allows you to mod cars and put it into GTAIV. SparkIV is to me easier to use, you can get it by clicking on the link in my Signature. Make sure to update your game to the Version(s) that SparkIV offers. If you want to play GTAIV with LCPDFR, I suggest you to get the 1.0.7.0 Patch also in my Signature below. Also, I would recommend using WinRar to extract your files. I find it easier than .exe files.
