If you relaunch the installationsoftware, you should get an option to repair the game. I think that would be an option to fix your problem, since the installation should've taken care of everything. Are you sure you have chosen the EFLC version?

I downloaded the WTC mod from the WTC Mod facebook page. I could only find the 1.0.7.0 version which I had to install manually, so there's no repair option..

I don't know much about the WTC mod, but judging by your comments there is a version for EFLC and IV.. The 1.0.7.0 version would be fore GTA IV and not for EFLC, so my guess is you downloaded the wrong version?

 

EDIT: try and download it from here, there might be an auto installer -http://www.gta4-mods.com/misc/world-trade-center-mod-03-f10572 - some people have also said that it crashes upon startup because they haven't completed the game, so you might either need to complete the game OR download a 100% save game and use that
