Well, there are some tutorials over at gtapolicemods.

If I were you, I'd browse the "GTA IV Knowledge Base " section for some information. If you want to make your own skins, you will have to learn how to work with photoshop or GIMP.

You will need either SparkIV or OpenIV. Pick what you perfer using.

Using one of the programs, go to this directory: C:Program FileRockstar GamesGrand Theft Auto IVpcmodelcdimages

Then open componentpeds.img.

Use the filter/search bar to find which cop you would like to reskin.

M_M_FatCop_01 (Fat Cop)

M_M_FBI (FIB)

M_Y_Cop (Skinny Cop)

M_Y_Cop_Traffic (Traffic Cop)

M_Y_STROOPER (State Trooper)

M_Y_SWAT (N.O.o.S.E)

Open the .wtd and export the skin you would like to redo.

(SparkIV)

To import your skin back into the game. Pick the .wtd and click edit.

Find the skin you redid, select it, and click import.

Then close that window, don't forget to click Save before closing out SparkIV.

(OpenIV)

Click Edit Mode and open the .wtd.

Find the skin you redid, select it, and click replace.

Then it should save autoly. You can close out OpenIV.

Hope I covered it all mostly. To edit the skin, you your own program. If you really want, you can always use MS Paint.
